Finally, TEPRI engineer could reproduce this issue at the lab and fix it in the attached TEPRIa software T4.24d (2008.09.30)
The incoming call with 3.1K Audio is cleared by Bearer capability handling error in the TEPRIa card which is used for Q-sig in the OS 500 side.
