1. Reporting Layer2 alarm is improved.
When Layer2 is disconnected and then connected again shortly. Sometimes, L2_CONN alarm which is represent DL(Data Link) connection is missed after reporting L2_DISC(DL disconnection) alarm, then PRI port will be blocked by MP.
